One cause can be your antivirus is preventing the installer from running. First temporarily disable your anti virus. Once the installer runs, you can re-enable your antivirus.
Another possibility is you do not have permission like the message says. You can try moving the file to your desktop and right clicking on the installer icon and choose "run as administrator".
